Overview
On October 1,
2007, JEA contracted
with APT & EFI to
implement a residential
lighting program. The
JEA ENERGY STAR Lighting
Program is designed to
increase consumer awareness
and encourage the purchase
of ENERGY STAR compact
fluorescent lights (CFLs)
among its customers in
and around the Jacksonville
metropolitan area.

Implementation
Immediately
upon award of the
contract, and under
the direction of
JEA, APT staff customized certain
elements of our initial
program design to meet changing
sponsor requirements. JEA
elected, for example,
to have APT design and
print all POP materials
and instant coupons to
be used in the first
six months of the program. Simultaneously,
APT recruited, hired,
and trained our first
program Field Representative
for the JEA program.
On December 3rd,
2007, the program
kicked off with an
in-store instant coupon rebate
program targeting local
and independent retailers. In March, 2008 we added
upstream markdown incentive programs for
larger national and
regional retailers. Our
Field Representative
is currently on the
ground in Jacksonville,
visiting stores, enrolling retailers, placing coupons and
POP material, and training retail staff. The
response from retailers
has been very supportive
and encouraging. APT
will add a second
Field Representative
by the start of the
second year of the
program as the program
continues to grow.

Summary of Results
Since the program’s inception, we have enrolled
almost 40 retail locations in the program, including independent
hardware stores, national DIY and department stores, national
drug and grocery stores, and local grocery, department
and other retailers. In these first 4 ½ months, our Field
Representative has completed 415 ENERGY STAR retailer visits
and has held 18 special promotional events; at these visits
and events APT has trained 1,384 retail staff and customers.
The program will continue to utilize a combination of instant
rebates and up-stream incentives to reach the goal of 222,000
CFLs in the first year of the program.
About a recent APT In-Store CFL
Event at ACE Hardware,
the store Manager
wrote:
"It
was the worst weather
I ever saw with
only 20% of our
normal customer
count, but [the
event] sold out
all the multipack
CFLs on my end
cap. . .
. We have increased
our stock from
2 SKU’s to about
20. I’m now
stocking everything
in the catalog.
With your training,
I expect my staff
to sell much more
in the future."
