Overview
This Program is implemented in partnership with PECI. APT provides lighting industry consultation and retail field services. The Bonneville Power Administration sponsors the Change a Light specialty lamp promotion on behalf northwest utilities that are members of NEEA (Northwest Energy Efficiency Alliance). APT field representatives are responsible for implementing the program in the states of WA, OR and ID. The Promotion is designed to increase the sale and installation of CFL specialty lamps such as globes, high-heat reflectors, 3-way twists and covered A-lamps. Through a Markdown and Buydown approach in partnership with retailers such as Costco, Home Depot, and Bi –Mart a wide variety of ENERGY STAR specialty CFLs are made available to NW consumers at reduced prices. BPA Change a Light is seasonal and runs from September 2007 – May 2008.
Implementation
The APT field staff implements the retail and consumer outreach component of the BPA specialty lamp promotion. There are four Program reps that cover the extensive territory. Effective implementation requires strategic planning and scheduling to respond quickly to shifting priorities and give equal attention to the rural store locations. The primary implementation strategy consists of regular site visit rotations among all the participating retail outlets in the three state area. Our trainings focus on educating retail sales staff on overall ENERGY STAR CFL technology, correct product application and how to sell ENERGY STAR. Store associates are informed of the local relevant utility sponsorship and the consumer value that the reduced prices bring to their stores. Field staff also coordinates with retailers on outreach in store events that highlight the promotional ENERGY STAR CFLs.
Summary of Results
APT’s work on the BPA specialty lamp promotion is the current iteration of the many Northwest regional promotions for which our company has provided essential field services or lighting industry consultation. Running seasonal promotions that last a few months is especially challenging given the geographic spread of the territory across three and sometimes four states. Yet we have consistently pulled together effective field and coordination teams that get the job and exceed the client expectations. Our ability to ramp up quickly for seasonal promotions and utilize and leverage various overlapping utility program resources is the signature of APTs work for regional northwest CFL programs. Our team work ethic and seamless implementation partnership with the client is the key to this success. While the BPA promotion is ongoing our record with regional CFL programs one of meeting or exceeding Program lamp unit and savings goals.
