Overview
Implement the ENERGY STAR Residential Lighting & Appliance Program for Connecticut Light and Power (CL&P). We also implement the Negotiated Cooperative Promotion (NCP) process for United Illuminating (UI). CL&P offers an instant coupon program on ENERGY STAR qualified CFLs and fixtures to their customers as well as markdowns on qualified lighting products through the NCP process.
Implementation
We implement the ENERGY STAR® Residential Lighting & Appliance Program for Connecticut Light and Power (CL&P). We also implement the Negotiated Cooperative Promotion (NCP) process for United Illuminating (UI). CL&P offers an instant coupon program on ENERGY STAR qualified CFLs and fixtures to their customers as well as markdowns on qualified lighting products through the NCP process.
There are four full time field representatives covering the state of Connecticut. Part of the representative’s job is to educate store staff on the regional program details as well as the benefits of using ENERGY STAR qualified lighting and appliance products.
Our representatives also have the opportunity to do many in-store lighting promotions, where they are able to educate customers on how using ENERGY STAR lighting and appliance products in their homes can help them save money. At the same time, they are also promoting the utility sponsored, markdown CFL products.
The field representatives also visit their participating retailers on a regular basis to distribute updated program materials, place point of purchase materials, and supply and replenish available ENERGY STAR CFL instant coupons and appliance rebates.
The rebate level for the instant coupons is $2 off per CFL package on a purchase of $3 or more. There is a limit of 20 packages per utility account per the program year. There is also a fixture coupon, which is $10 off a purchase price of $20 or more and there is a limit of 6 fixtures per utility account per program year. CL&P also offers a mail-in ENERGY STAR qualified clothes washer rebate and an NCP for air conditioners and dehumidifiers. The clothes washer rebate is $40 off an ENERGY STAR qualified clothes washer with a Modified Energy Factor (MEF) of 2.0 or higher.
Summary of Results
In 2006 the ENERGY STAR field representatives staffed 350 in-store promotions in Connecticut. These educational promotions ran between four to six hours in length, during which the Connecticut representatives were able to influence the sale of approximately 161,918 markdown CFLs. The 2006 lighting goal for CL&P started at 1.3 million products and was later increased to 1.5 and then to 1.8 million products. The program ended at 2 million ENERGY STAR qualified lighting products sold. Nearly 1 million of those products were sold at the Connecticut Home Depot locations.
Goals
For CL&P the population of target audience is 1.1 million residential customers. The CL&P lighting goal is CFLs (1.26 million), fixtures (40,000), and the kWh savings goal is 365,294,072. For UI the population of target audience is 311,000 residential customers. The UI lighting goal is CFLs (305,000), NCP coupons (25,000), fixtures (3,000), and the kWh savings goal is 9,471,000. |
