Overview
Rocky Mountain Power and PacifiCorp are subsidiaries of MidAmerican Energy. Our work on this program is in partnership with PECI, APT provides the retail field services. Currently program activity is centered in UT, but includes islands of territory in ID and WA. The Home Energy Savings Program provides cash back incentives to increase the sale of energy-efficient products to their customers. As a multi measure program HES provides incentives on a variety of energy efficient consumer products including ENERGY STAR washers, dishwashers, refrigerators, room AC, CFL light fixtures, CFL lamps and efficient electric water heaters.
Questar Gas ThermWise Program field implementation overlaps and works in tandem with Rocky Mountain Power in UT. The two programs share APT field resources in the state of UT. Questar’s ThermWise Program offers incentives on ENERGY STAR washers, gas dryers with moisture sensors, and efficient gas water heaters [conventional and tankless]. Utah customers that have both Rocky Mountain Power and Questar Gas as their utility provider can take advantage of both rebates for ENERGY STAR washers for additional savings.
Implementation
Through regular retailer site visits the field staff cover roughly 320 retailers. Program field representatives train retailers on the customer incentive program, energy efficient technology, how to sell ENERGY STAR lighting and appliances and the overall benefits of ENERGY STAR products.
APT field services implement all retail based appliance and lighting measures. There is a two tier incentive structure for ENERGY STAR clothes washers. Models with an MEF of 1.72 to 1.99 receive a $50 incentive. Models with an MEF of 2.0 and above receive a $75 incentive. High efficiency dishwashers with an energy factor of .68 and above qualify for a $20 incentive and ENERGY STAR refrigerators are eligible for a $20 incentive. Customers are also able to receive a $20 incentive for ENERGY STAR qualified light fixtures and ceiling fans. There is also a $50 electric water heater incentive for 40+ gallon models that have an energy factor of .93 and above. In addition APT field representatives provide support, coordination and retailer training for refrigerator, clothes washer, and room ac-units recycling programs.
Summary of Results
The Rocky Mountain Power/PacifiCorp/Questar program is in its 1st year of implementation. The three Change a Light CFL retail promotions to date achieved or exceeded target sales goals. The high number of appliance and lighting incentives combined with dual utility sponsorship and limited funding have presented some special challenges overall. Despite the vast separated territory structure across three states, the field program has done a very respectable job of distributing materials, maintaining POP and conducting regular trainings. With potential program modification and increased resources we look forward to moving the program into year two in 2008.
